Rover parking permit
The Rover parking permit allows unlimited parking in any of the listed car parks for 24 hours.

Since April 2020 the Government has provided a parking permit for health, care and volunteer workers, which can be used in pay and display car parks owned and operated by the city council. These permits will no longer be valid for use in Lancaster City Council's car parksfrom Monday May 17.
The intention of the permit is to provide free parking to frontline NHS staff who are on-shift and providing a front-line service at NHS owned and operated buildings.
Off-shift, non-front line, and non-NHS employed health care staff are not entitled to use the permit and this would generally include those involved in other NHS functions such as GPs, dentists, administrators, porters, cleaners, clerical staff, managers, non-front line volunteers, third-party contractors and other similar non-front line grades/styles of staff.
The Covid permit is also not a right to use council car parks as residential parking and there is an expectation that vehicles will leave the car park within a 24 hour period.
Patients, carers and/or “drivers” of any NHS service users are not entitled to use the Covid permit.
Blue Badge holders remain entitled to unrestricted and uncharged parking in its pay and display car parks in specially hatched spaces or standard bays.
The council also operates a number of non-pay & display car parks which are specifically excluded from the Government grey parking permit, for example:
- Bulk Street, Lancaster.
- Windy Hill, Lancaster.
- Bridget Street North, Lancaster.
- Bridget Street South, Lancaster.
- Friars Passage, Lancaster.
- Clarence Street, Morecambe.
- Green Street, Morecambe.
- Back Townley Street, Morecambe.
Walking, cycling, motorcycling and (where appropriate) public transport/car sharing is still recommended in line with the city council’s ambition of reducing carbon emissions and reducing the district’s impact on climate change.
The council may further review or remove the validity of the permit in the future.
