Lancaster pedestrian zone parking and dispensations
Disabled parking
A Traffic Regulation Order (TRO) introduced in April 2016 confirmed significant changes to the disabled parking arrangements in the pedestrian zone previously introduced through an Experimental Traffic Regulation Order (ETRO). All blue badge holders can access part of the zone to park in the designated bays on New Street and Church Street. Vehicles correctly displaying a valid blue badge can park for a maximum of three hours (with no return within six hours) but cannot park anywhere outside the designated bays.
Blue badge holders will not be able to access the rest of the zone by vehicle - ie Market Square, the lower part of Market Street, Cheapside and the whole of Penny Street.
General parking dispensations
These are effectively permissions to park where you would not normally be allowed to park. You can apply for a dispensation and this may be granted depending on the location and the circumstances. Two working days' notice is required to administer the application and dispensations cannot be issued for the same day or over the phone.
Dispensations cost £5 per day, per vehicle.

Emergency parking
Goods vehicles may access the zone from 5pm to midnight and midnight to 10am to load and unload. If you need access to undertake emergency repairs outside these hours (ie within the core time of 10am to 5pm) and the vehicle is an essential part of the works, you must first request permission by calling Lancashire Parking Services on 0300 123 6713.
A fee may be payable depending on the length of access time required.
