Fit and proper person assessment

The Mobile Homes (Requirements for Manager of Site to be Fit and Proper) (England) Regulations 2020 came into force on 1 July 2021. The regulations introduce a 'Fit and Proper Person Test' for mobile home site operators.

The purpose of the fit and proper person test is to improve the standards of mobile home site management. From 1 July and until 1 October 2021, all site owners must have applied to the council to be assessed as fit and proper persons to manage a site.

Site licensing

Owners of caravan sites must, subject to certain exemptions, hold an appropriate caravan site licence.

In order to ensure that conditions on site are adequate for the caravan occupants, certain minimum standards must be maintained. These include toilet and washing facilities, spacings between caravans, fire fighting provisions, electrical installations, safety etc.

Once licensed, all sites will be inspected by the council on a regular basis and all complaints are responded to promptly. If standards are not maintained, legal action may be taken against the site licence holder.

Camping sites must be similarly licensed, and similar standards apply.
