Ways To Get Involved
We have many ways for you to get involved, to fit in around you and the things that are of interest to you and to share your lived experiences.
Lancaster City Council Housing Residents can get involved in improving council housing services and holding council housing to account in numerous ways. They can participate in formal and informal consultations, such as surveys, focus groups, and public meetings, or by joining the Tenants' Voice Group and residents’ groups to influence service delivery and discuss local issues. Building Safety Panel
The purpose of the Building Safety Panel is to equip residents with the skills and knowledge to participate, influence & challenge building health and safety policies and practices to ensure legal compliance and residents’ safety.
The panel are the resident health & safety champions that help to spread the word to residents at large on how to stay safe and empower residents to effectively engage in the consultation process for building safety. The panel ensure a system is in place so residents safety concerns are listened to and responded to quickly.
You can get involved in this group if you are a tenant or leaseholders and want to make sure residents feel safe in their homes.
The panel meet once a month and training is provided. Transport to meetings can be provided.

Tenants' Voice Group
This group meets at least four times a year and meetings are usually held on a Thursday evening. Transport can be provided for residents to attend. The meetings are held at different locations around the district to make it more accessible for residents.
The purpose of this group is to involve you as council tenants or leaseholders in shaping and improving the services you receive from your landlord Lancaster City Council.
This group provides a platform for you to give feedback, hold Lancaster City Council as housing providers accountable, and make decisions about your homes and communities. This is also a great place to network with other residents across the district and outside agencies. The agenda is set by residents, for residents.

Repairs & Maintenance Steering Group
The main purpose of the Tenant Repairs and Maintenance Steering Group is to work with the Council specifically with the Repairs and Maintenance Service which includes Responsive Repairs, planned maintenance, stock condition, decent home and void properties.
The objectives of the Tenant Repairs and Maintenance Steering Group are:
- Ensure that the Repairs and Maintenance Service is customer focused
- Work with the Repairs and Maintenance Service to develop the service
- Work with the Repairs and Maintenance Service to monitor the Action Plan from the Responsive Repairs Scrutiny Project
- Influence Repairs and Maintenance policy and procedure
- Ensure that the Repairs and Maintenance Service delivers quality and value for money
- Encourage customer choice in the Repairs and Maintenance Service
- Encourage better communication between the Repairs and Maintenance Service and customers

Young Persons Tenants Voice – Under 18
This group meets four times a year and are held late afternoon. Transport can be provided for young residents to attend. We use community venues around the district.
The purpose of this group is to focus on the issues young people in our communities have and to find out what services you would like to see to help improve confidence, skills and social interaction.
This group will feed into the Tenants Voice. You can get involved in this group if you are a resident living in a council home who is 12 to 18.
Scrutiny Panel
The Scrutiny panel is a group of tenants and leaseholders who investigate and review housing services to identify areas for improvement and provide recommendations to the council.
By gathering evidence through methods like customer feedback, surveys, and inspections, the panel acts as a tenant-led voice, ensuring services meet tenant needs and advocating for better performance in areas such as repairs, communication, and lettings.
The Scrutiny Panel prepare a report of their findings and feedback their recommendations to the head of housing and the councillor with responsibility for housing where an action plan is drawn up to implement changes.
You can get involved in this group if you are a tenant or leaseholder with an interest in the detail of how housing services are delivered and being a critical friend to Lancaster City Council.
Each Scrutiny Topic requires approximately 6 to 12 months to complete, and the group meets bi-weekly. Training and support from Officers (as well as transport to and from the meetings) can be provided.

Local Community Organisations & Groups
The Community Engagement Team can work with you to help get resident led community groups, projects and activities up and running and to bring your ideas to life. The Team can help your group get off the ground with a £500 startup fee and assist groups to apply for outside funding for project.
The Community Engagement Team can help you with the tricky things like governance documents and provide training for those harder to fill roles such as Treasurer. The Community Engagement Team will be there for ongoing support and assistance.
You can get involved in this if you are a tenant or leaseholder with an idea to make a difference in your community and lots of energy to deliver it.
Independent Living Voice Group
This group meets four times a year. Transport can be provided for residents to attend. We use the communal lounges of the Independent Living schemes across the district.
The purpose of this group is to better understand the issues, ideas and concerns related to living in an independent living scheme and look at improving services.
This group will then feed into the Tenants Voice. You can get involved in this group if you are a resident in one of the Independent Living Schemes across the Lancaster district.
Estate Walkabouts
Join your housing officer on a walk around your neighbourhood where you can tell them any ideas or concerns you have about your area. Click here to see next event in your area.

LGBTQ+ Tenants Group
This group meets 4 times a year and focuses on raising the voices of LGBTQ+ residents and the issues impacting them. The group also focuses on support, action and socialising
We understand how isolating it can feel when your housing provider doesn't recognise your pronouns or doesn't understand additional support you need as a member of the LGBTQ+ community.
You can join this group if you are a tenant or leaseholder that is a member of the LGBTQ+ community or an advocate for, the LGBTQ+ community and you want to meet, socialise, and make a difference in the community.
Transport can be provided.
Reading Group
This group is an online/postal group only with no face-to-face meetings. The group receives various documents including surveys, policies, and standard letters to look at and comment on. The group is also asked to look at webpages and social media posts to check content and accessibility.
As our residents you are best placed to inform us how our communication is and how we can improve this. This can be done at times to suit you but makes sure you still have a say in how Lancaster City Council Housing is working.

TPAS Membership
TPAS (Tenant Participation Advisory Service) are the tenant engagement experts. Our membership gives you access to member only events and online resources. Membership is free to all Lancaster City Council tenants and leaseholders. Click here for further information.
Leaseholders Forum
The purpose of the leaseholder forum is for you to:

raise any burning issues affecting you as a leaseholder

help the housing service improve the services offered to you

better understand how the council manages service charges, and other key areas of leasehold management
You can get involved in this group if you are a Lancaster City Council leaseholder and you want your voice to be heard. Transport can be provided for meetings.
