9 Monitoring and Review
9.1 This Statement of Community Involvement covers the period 2006-2016. It is considered realistic, robust, sound and in line with Government Guidance. It is however, the Council’s first Statement of Community Involvement. As a key element of the new planning system, it is likely that advice and practice will change in coming years as techniques are developed and refined. There may also be changes in the resource position in future years.
9.2 The measures proposed in this Statement are the minimum that the Council will undertake. There are a number of measures which offer significant benefits but which the Council cannot yet commit to implementation. These include;
- The establishment of a Citizens Panel and/or focus groups to provide a more objective assessment of public opinion;
- Employing external facilitators;
- Combining capacity building exercises with other initiatives such as the community strategy;
- The use of computer modelling to present options, choices and consequences;

Greater use of ‘Planning for Real’ and direct citizen participation in the development of major proposals using independent facilitating bodies;
9.3 It is possible that community involvement, either by developers of major schemes, or through regeneration initiatives, could offer the opportunity to trial some of these more advanced measures and give an indication of how useful they are in the local context. The Council will constantly monitor best practice and seek feedback from users. If monitoring reveals major omissions or problems with the Statement of Community Involvement which require a review, arrangements will be made in future Local Development Schemes for the review of the SCI either as a whole or in part.
